FY2009 CMAQ Program

Overview

Congestion Mitigation and Air Quality (CMAQ) is a federal program established under the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 and reauthorized in Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) in 2005. The purpose of the CMAQ program is to fund transportation projects or programs that will contribute to attainment or maintenance of the national ambient air quality standards (NAAQS) for ozone, carbon monoxide (CO), and particulate matter (PM).

The ConnDOT CMAQ Program Guide 2007 provides guidance and the application. CMAQ applications with priorities approved by the MPO are due at ConnDOT before October 1, 2008. CMAQ project concepts are due at SWRPA by August 4, 2008. Full applications are due at SWRPA on August 25, 2008 and will be followed by TTAG and MPO reviews and approvals in September 2008. Last year, the Norwalk Transit District SoNo-Maritime Shuttle and Stamford Urban Transitway traffic signals were funded through this program.

  • Extreme Low-Temperature Cold Start Programs
  • Alternative Fuels and Vehicles
  • Congestion Reduction and Traffic Flow Improvements
  • Transit Improvements (new / expanded services)
  • Bicycle and Pedestrian Facilities and Programs
  • Travel Demand Management (TDM)
  • Public Education and Outreach Activities
  • Transportation Management Associations
  • Carpooling and Vanpooling
  • Freight / Intermodal
  • Diesel Engine Retrofits & Other Advanced Truck Technologies
  • Idle Reduction
  • Training
  • Inspection and Maintenance (1 /M) new / expanded programs
  • Experimental Pilot Projects

South Western Region CMAQ Milestones:

  • August 4, 2008 - CMAQ project concepts due at SWRPA;
  • August 25, 2008 - Full applications due at SWRPA. Please complete the CMAQ Scope of Work Instructions & Applications for each project and provide one paper copy and a digital copy to Sue Prosi
  • September 10, 2008 - TTAG review and development of recommended priorities for MPO consideration.;
  • September 29, 2008 - MPO endorsement of CMAQ applications and priorities;

Applicants are encouraged to submit their candidate CMAQ projects as soon as possible so they can be reviewed by ConnDOT for eligibility. This pre-application submittal would be the project name, brief narrative, cost estimate and schedule.
